Homescreen Layout is for arranging apps in specific layout.  

After applying homescreen layout, you cannot remove any apps or web clips.

In our latest version, homescreen layout comes with whitelisting apps feature. That is, if you check "Only Apps in the Layout", only those appear in the layout will appear in the iPads.
