Go to Settings > Home Screen Layout > 

Tap + Create New or + Create New from App Label

Name the Layout

Drag and drop the apps or grouping into folders

Right clicking an app to remove

Tap Action to add apps, web clips or page

Save or Save & Apply to devices.
