For some unmanaged apps, e.g. Apple native apps Garageband, Numbers, you may need to remove them manually from the iPads.

To remove apps manually, please make sure the following 3 profiles are inactive :

Disable AppStore/Apps Install/Remove
Disallow App Removal
Disable AppStore

If you have set Homescreen Layout, please unset - Devices > Device Management > Action / Bulk Action > Settings > Unset Homescreen Layout

Then you can now manually remove apps from the devices
